Samuel Norton
Chief Executive Officer

Mr. Norton has been the Chief Executive Officer of parent company OSG since July 2016 and was also previously its President until October 2024. Mr. Norton serves on the OSG Board of Directors since the acquisition by Saltchuk in July 2024 and, while OSG was publicly traded on the NYSE, Mr. Norton served on the Board of Directors since 2014. Prior to his leading OSG and Aptamus, Mr. Norton co-founded SeaChange Maritime, LLC in 2006, an owner and operator of container ships, and served as its Chairman and Chief Executive Officer. Mr. Norton also spent 17 years as a senior executive officer at Tanker Pacific Management (Singapore) Pte. Ltd. Mr. Norton holds a Bachelor of Arts in Chinese Language and Literature from Dartmouth College.

Jeffrey Williams JD, LLM
President

Mr. Williams has more than 25 years managing complex multi-stakeholder projects including private, federal, and public-private partnership funded projects.  These consisted of pre-FEED, FEED, and construction management programs.  Most recently Mr. Williams managed a $110 million United States Air Force funded classified defense project which involved coordinating the acquisition, transportation, and management of two large U.S. Flag commercial bulk cargo ships, four U.S. flag tug boats, and four deck barges, and associated construction equipment and materials, along with recruitment, training, supervision and housing of 35 local workers, and daily project management reporting requirements to primary stakeholders USAF, British Royal Air Force, and the local foreign territorial government.

Kent Merrill
VP, Marine Projects

Mr. Merrill is a naval architect (University of Michigan) and has been practicing this trade for almost 30 years.  He also holds a Masters of Business Administration (MBA, New York University).  Mr. Merrill has led a wide variety of marine engineering projects including new construction of tank vessels, major conversions, and technology selection and retrofit to meet new regulations.  He managed contracting, drawing review and construction oversight for two tankers in South Korea and two tank barges in Oregon simultaneously. Mr. Merrill managed the retrofit and commissioning of ballast water treatment systems across 19 vessels and 6 vessel classes throughout OSG’s fleet.

Eric Schreiber
VP, Engineering

Mr. Schreiber has 26 years of experience across multiple engineering disciplines, project and program management roles in the maritime industry. His expertise in the maritime technology research and development space, particularly decarbonization of the industry, is evident through his significant contributions to advancing new environmental sustainability programs in the maritime sector. His engineering experience in developing and implementing technologies has led to a notable reduction in carbon emissions, demonstrating his proficiency in environmental impact reduction. Eric Schreiber brings also analytical skills and ability to assess and validate multiple carbon capture solutions, due to his in-depth understanding of scalable and practical decarbonization space understanding.
